For new S Pass applications submitted from 1 January 2027 and renewals of passes expiring from 1 January 2028, MOM lists minimum qualifying salaries of S$3,600 outside financial services and S$4,000 in financial services. Age-related thresholds apply, so these headline figures are not sufficient for every applicant.

This guide concerns planning for the announced changes. It does not establish that a particular candidate qualifies or that an application will be approved.

Use the correct case information

Start with the proposed job, sector, candidate’s age, fixed monthly salary and the relevant application or expiry date. Review the official salary table and Self-Assessment Tool using those facts. Avoid carrying forward a result calculated for a different employee or earlier date.

The source describes a framework that involves more than choosing the lowest number on a salary chart. The employer or its authorised adviser should check the other applicable requirements through the official process.

Separate salary planning from approval assumptions

A hiring manager may need to revisit the role budget, internal salary structure and operational timeline. Those are business decisions that should be recorded clearly. Increasing a proposed salary does not by itself confirm that every other condition has been met.

For example, a team could identify a planned start date and then work backwards through the decisions that must be confirmed. The person verifying pass requirements should be named, and the recruiter should know which claims can accurately be made to the candidate.

Make the offer discussion precise

Clarify the pay basis, duties, working arrangement and any conditions attached to the offer. Do not combine fixed pay with uncertain variable amounts and label the total as the qualifying salary without checking the official definition.

If the hiring timetable changes, explain the confirmed facts rather than suggesting that the candidate can begin work while a required approval remains unresolved. Keep updates factual and avoid promises outside the employer’s control.

Review renewals separately

Maintain a restricted register of relevant expiry dates and review owners. The announced renewal timing is different from the timing for new applications. A single “2027 change” label can hide that distinction.

Before acting, check for later MOM updates and use the current official tools. The EP salary guide covers a different pass framework; do not apply its thresholds or assumptions to an S Pass case merely because both changes were announced together.
